AVC-PORTS-AR-H02 — DANGEROUS CARGO PROXIMITY / LIQUID TERMINAL INTERFACE RELEASE

WHERE AND WHY THIS RECORD EXISTS

Use this formal HOLD/RELEASE record when the relevant dangerous goods, bulk liquid terminal services and hazardous cargo transfer work activity may not safely progress or be returned to port operations until specific evidence has been reviewed and the responsible operator has accepted it.

WHAT THE ORIGINAL FORM ACTUALLY CHECKS

HOLD POINTS PRINTED ON THIS RECORD: 1) Actual cargo classification, SDS/manifest data and operator-defined prohibited activities obtained.; 2) Berth loading/discharge schedule, vapour cloud, ignition and vehicle exclusion zones agreed.; 3) Pipeline, manifold, tank and ship/shore transfer connections distinguished and owner boundaries identified.; 4) Permit confirms whether gas testing, hazardous-area equipment, breathing protection or standby is required.; 5) No hot work, draining, line opening, pressure testing or vessel connection without separate operations approval.; 6) Emergency shutdown, alarm, foam/fire-water and spill-containment interfaces maintained or compensated.; 7) Cargo change, transfer-start and wind-direction changes trigger stop-work and re-issue where applicable.; 8) Terminal cargo authority confirms isolation/restoration and signs safe handback; contractor records evidence only.

HOW TO COMPLETE AND RETAIN IT

Complete port/terminal, contractor, real work order and shift. Every original numbered hold has its own evidence reference, accepted-by field and date/signature (or designated host controller/release reference). Record HOLD/NCR/deviation and independent check or release references where provided. Stop and secure the affected task until the actual port, terminal or vessel authority issues the necessary permission; a contractor tick cannot release an operating berth or vessel system.

AUTHORITY, HOLD AND APPLICABILITY

Operator, terminal, Harbour Master and vessel Master permissions remain with the party actually controlling that activity. This Word record supports traceable contractor verification; it does not issue a port access pass, marine permit, equipment certificate or guaranteed terminal acceptance. In the complete master, Section AB remains compulsory; choose the full AC–AU annexure only when the awarded work requires this specialist trade.
