AVC-PORTS-AB-00 — FILE ACTIVATION, PORT AUTHORITY & WORK CLASS
WHERE AND WHY THIS RECORD EXISTS
This is the controlling activation note for a South African contractor health and safety file used inside operational ports, terminals, quays and marine depots. Include all A–AA and all AB documents in the site file. Only AC–AU trade annexures are selected by actual awarded scope. Record N/A for non-applicable AB activities rather than omitting their forms. This is a South African editable contractor health and safety management file.
WHAT THE ORIGINAL FORM ACTUALLY CHECKS
Before mobilisation the contractor obtains the CURRENT written contract SHE specification, port rules, inductions, security/vehicle permission, baseline risk information, environmental requirements and approved work orders. A signed contractor health and safety file is not a port entry pass, cargo permit, vessel permit, lifting authority, vessel class certificate or water-rescue licence. OHS Act 85 of 1993 applies to relevant land-based contractor work and associated regulations are assessed by actual activity. Construction Regulations 2014 are activated only for qualifying construction work. The National Ports Act 12 of 2005, Port Regulations and applicable Port Rules/port-specific instructions govern port operations, access, good order, safety and environmental controls. Marine/ship work and commercial diving warrant separately qualified legal review. The port/termi
HOW TO COMPLETE AND RETAIN IT
Choose AC–AU annexures only for actually awarded trades. The common A–AA and complete AB sections are ALWAYS included; only selected AC–AU trade sections are incorporated in full. Any restricted activity—commercial diving, dredging, ship handling, dangerous cargo transfer, shipboard enclosed spaces, live HV switching, heavy vessel lifts or statutory vessel survey—requires specifically authorised competent service providers and the operator’s current control system.
AUTHORITY, HOLD AND APPLICABILITY
Operator, terminal, Harbour Master and vessel Master permissions remain with the party actually controlling that activity. This Word record supports traceable contractor verification; it does not issue a port access pass, marine permit, equipment certificate or guaranteed terminal acceptance. Section AB forms belong in full to the complete operating-port contractor safety file; mark truly inapplicable activities N/A with reasons rather than deleting the common controls.
