WHY RAIL-SIDE HANDOVER REQUIRES A BRIEFING

Rail possession, wagon movement, electrical traction and bulk loading cannot simply be carried from one mine shift into the next without confirming who controls them. AW-TT04 is the one-page workface toolbox talk for shift transfer and controlled restart at mine rail loadout, stockyard and bulk-material dispatch operations. Use it before rail or stacker/reclaimer activity resumes, particularly after a modification, changed possession or unresolved maintenance.

SIX REAL SOURCE BRIEFING POINTS

1) Rail/stockyard owner authorises reopening, recording outstanding defects and restrictions. 2) Witness interlocking and train-movement testing after modifications. 3) Evidence track gauge, switches, signalling and weighbridge calibration. 4) Control stockpile stability, engulfment and suspended reclaimer access. 5) Identify overhead traction, crossing and traction-return electrical hazards. 6) Positively isolate wagon loading chute, stacker/reclaimer and tripper motions. Discuss each in relation to the incoming crew's actual movement boundaries.

WHERE, WHEN AND WHO PRESENTS IT

Brief the relevant workforce at a mine siding, rail crossing, wagon loader, stacker/reclaimer, stockpile or dispatch interface before handover or restart. The nominated presenter involves the exposed crew and confirms rail possession, equipment isolation and remaining operating restrictions with mine control. A train movement authorised for one shift must not be assumed to remain authorised after an interface changes.

HOW TO COMPLETE THE ORIGINAL ATTENDANCE RECORD

Enter MINE / AREA / DATE / SHIFT and PERMIT / PRESENTER. Discuss all six numbered hazards and record unresolved action or workpack references outside the attendance cells. Only the mine-authorised official releases the held zone or system for restart. Attendance alone is not a track possession, energisation permit or release certificate.
