299 / AS-C02 — TAILINGS & STOCKPILE CHANGED CONDITIONS, WEATHER AND EXPOSURE

AS-C02 is the original one-page editable Word changed-conditions checklist for surface-mine waste rock, stockpile and tailings perimeter work. Its seven workface checks ask what has changed in engineered limits, stormwater hazards, buried systems and accountable owner acceptance.

WHY THIS ENGINEERING CONTROL MATTERS

Storm runoff, seepage or a new tension crack can invalidate an earlier excavation method or work-zone boundary. After a weather event, workers must understand whether buried drains remain protected, whether monitoring references moved and if the responsible engineer has reassessed the active work envelope.

SEVEN ORIGINAL WORKFACE SAFETY CONTROLS

1. No tipping, trenching or pipework beyond engineering approved boundaries. 2. Weather and stormwater diversion triggers monitored for overtopping and erosion. 3. Buried drains, decant/underdrains and instrumentation surveyed before excavation. 4. Piezometers, instruments and survey markers protected from damage.

5. Withdrawal routes and downstream exposures communicated to contractors. 6. Engineer/TSF signs reinstated drains, slopes and exclusion barriers. 7. Responsible engineer establishes exclusion limits and permitted work envelope.

ACTUAL EVIDENCE FIELDS, HOLD AND MINE AUTHORITY

Identify MINE / PIT / WORK AREA, WORK ORDER / MINE ZONE, DATE / SHIFT / PERMIT and CONTRACTOR SUPERVISOR. The printed Y / N / N/A table has EVIDENCE / DEFECT / ACTION fields, not a dedicated rainfall gauge, piezometer graph or TSF design worksheet. Source row TWO addresses stormwater diversion, and row SEVEN returns to engineer-defined exclusion/allowed work zone. Record actual changed conditions and site evidence.

HOLD requires stopping for missing clearance, isolation, protection or critical evidence and reassessing changed conditions. Separate contractor and mine release authority signatures plus DATE / RELEASE REF record review; this is not mine permission.
