260 / AV-TB-02 — Digital Support in a Process Facility
WHEN AND WHY TO USE THIS TOOLBOX TALK
Use this briefing before approved contractor digital-support activities in a live refinery, petrochemical unit or process-plant service area where access to a cabinet, plant documentation, monitoring equipment or operational technology could affect the operator's controls. An apparently minor connection or test can have consequences for alarms, monitoring, cybersecurity and production safety. The purpose is to brief the actual crew on the controlled work boundary before anyone handles equipment or requests network access.
THE FIVE ACTUAL BRIEFING CONTROLS
The original AVC form directs the facilitator to cover: (1) no personal devices connected to plant control networks; (2) access authorisation before entering cabinets or process-controlled rooms; (3) protection of equipment passwords and sensitive plant documents; (4) operator coordination for testing that might affect alarms, control or monitoring; and (5) return of access credentials followed by verification of normal system functionality. Demonstrate the limits against the actual equipment and current plant status rather than reading an abstract policy.
HOW TO COMPLETE IT AND WHEN TO STOP
Identify facility, unit, equipment, work order, permit-to-work reference, contractor and shift. Explain the hazard and actions at the workface; invite questions and record any outstanding action. The source form requires operator screening of access, compatibility and network security: NO control-system connection without an authorised OT change. Notify the permit issuer or area authority and do not resume affected work until documented reassessment and release. The facilitator checks understanding by asking what hazard can change today, who owns the isolation and what proves that work may restart.
Finish with facilitator name/signature and date/shift plus employee IDs and signatures for up to 16 attendees. Keep the completed briefing with the actual workpack. It records an instruction and attendance, not a plant-network authorisation, operator-issued work permit or guarantee of refinery HSE acceptance.
