228 / AS-C02 — Tanker Transfer Final Quality & Operations Handover
WHEN THE FINAL TRANSFER CHECKLIST IS NEEDED
Complete this form at the end of an approved bulk product receipt, tanker unloading/loading or tank-farm transfer workpack, before the delivery vehicle and transfer workface are formally released. The original eight-point form requires the contractor and plant operator to confirm that equipment condition, emergency readiness, housekeeping, transfer records and permit closure have not been bypassed just because pumping has stopped.
THE EIGHT PRINTED CLOSEOUT ITEMS
Check completion against approved scope/specification; inspect hoses, earthing and transfer equipment; verify emergency and spill-response readiness; confirm controlled transfer closeout; account for temporary barriers, tools, materials and waste; confirm isolations/permits returned through the facility operator's process; document and obtain acceptance of outstanding defects, NCRs or operating restrictions; and verify final document and gate release. Every row provides YES/NO/N/A boxes.
EVIDENCE AND SIGNATURE METHOD
Identify facility, receiving tank/unit/equipment, genuine work order/PTW reference, contractor and shift. Mark each check against real observations; record the evidence, open action or permit variation, such as hose condition, spill logs, product balance, delivery ticket/manifest or gate record. Justify an N/A. The contractor and separate facility authority sign with date and time on the editable A4 Word document.
DO NOT SELF-RELEASE A TANKER OR PLANT
An incomplete critical check, absent plant permit or unapproved deviation is STOP/HOLD under the source rule. Contractor signoff is not the terminal's transfer approval. Any unreconciled product or barrier, failed equipment check or missing operator gate release must be resolved through the actual operator process.
CHOOSE A SINGLE, COMPLETE PACKAGE OR SAFETY FILE
This editable A4 Word document is R12.95. The 260-document Petrochemical Checklist Package is R1,559.95 (about R6 per record). Complete for the actual operator's permit and workpack; current prices may change.
