227 / AS-R02 — Bulk Transfer Process Exception & Closeout Register
WHY PRODUCT-TRANSFER EXCEPTIONS MUST BE TRACKED
Use this register when an approved refinery tanker loading, product receipt or tank-farm transfer encounters a changed destination, uncertain ullage, unexpected product discrepancy, hose defect or revised operator instruction. A transfer anomaly may affect inventory, environmental and ignition-risk controls across shifts. The source form provides a decision/evidence trail until competent disposition and closure.
FOUR ACTUAL REGISTER COLUMNS
The editable table records PLANT ITEM / WORK ORDER; DEVIATION / HAZARD; DECISION / CONTROL / EVIDENCE; and RELEASE AUTHORITY / DATE. Identify the real tanker, plant item, receiving tank or transfer work order, describe the change, cite transfer measurement, incident, spill, equipment test or operator decision evidence, and name the authorised release with date. The source does not claim that entering an issue approves it.
HOW TO MAINTAIN REVIEW AND SIGNATURES
Complete facility/unit/equipment, issued work order/PTW and contractor/shift. Keep the custodian named in OWNER / CUSTODIAN and record NEXT REVIEW / EXPIRY so open tanker or product variances are not closed without reconciliation. Attach actual permits, product tickets, transfer manifest, defect action or approval. The Word form has contractor, reviewer and date/time signoffs.
RELEASE IS SEPARATE FROM REGISTER ENTRY
If product or receiving tank identity, available capacity, earthing/bonding, hose integrity or site-transfer communication is unresolved, do not continue the affected operation. The actual operator/area authority controls assessment and restart. This is a tracked technical register, not an operator transfer permit or authority to change the delivery route.
CHOOSE A SINGLE, COMPLETE PACKAGE OR SAFETY FILE
This editable A4 Word document is R12.95. The 260-document Petrochemical Checklist Package is R1,559.95 (about R6 per record). For R340 more, the 500-page Petrochemical Contractor Safety File currently costs R1,899.95, including these same 260 records plus the A–AA framework, mandatory Section AB and all AC–AV specialist annexures. Complete for the actual operator's permit and workpack; current prices may change.
