221 / AS-C00 — Bulk Transfer Trade Activation & Permit Gate

THE GATE BEFORE A TANKER CONTRACTOR MOBILISES

AS-C00 is the refinery bulk transfer and delivery activation checklist used before a tanker, hazardous-goods carrier or unloading support contractor is released to enter an operating workface. Unlike a routine prestart, it establishes whether the facility service owner has accepted the specific contract task, documentation, transfer boundaries and permit types before mobilisation.

EIGHT REAL ACTIVATION CHECKPOINTS

The original table checks: a named facility service owner and work order confirming this transfer service; carrier/vehicle/driver and hazardous-goods documentation; vehicle containment and brake/earth/bonding requirements; correct product, receiving tank and capacity; hose rating, compatibility and permitted connection method; traffic/pedestrian exclusion with emergency access; required drawings, inspections and permit types agreed with the site issuer; and supervisor/operator acceptance before mobilisation. The forms' checkboxes are YES/NO/N/A.

WHAT THE REVIEWER MUST RECORD

Complete facility/unit/tank/equipment, genuine work order/PTW, contractor and shift. Verify the site operator's delivery instruction, receiving tank and product identity, driver authorisation, vehicle/hoses, capacity and transfer restrictions. Note actual evidence, open items, permit variation and why any item is N/A. The original Word form contains separate contractor and facility-authority signatures and date/time.

PERMITS ARE STILL ISSUED BY THE FACILITY

An unknown carrier approval, wrong tank identity, missing spill/traffic barrier or unagreed permit type prevents the contract workface from being activated. The source HOLD rule keeps affected mobilisation at STOP/HOLD where critical responses, permits or operator approval are missing. Completing this template does not create an operator unloading permit.

This editable A4 Word form is R12.95. The 260-document Petrochemical Checklist Package is R1,559.95, approximately R6 per form. The complete 500-page Petrochemical Contractor H&S File currently costs R1,899.95, only R340 more, including the same 260 forms plus A–AA contractor management, compulsory AB and all AC–AV trade sections. The facility operator retains permit/release authority; prices may change.
