220 / AR-TB-02 — Temporary Wastewater Diversion Toolbox Talk
WHEN AND WHY TO HOLD THIS BRIEFING
Use this refinery water/effluent toolbox talk before installing or operating a temporary drain diversion, pump or wastewater bypass. The original form identifies the hazard of flammable or toxic effluent entering an open drain, sump or temporary bypass. A temporary hose or blocked line can redirect contaminants, overflow into process equipment or create a hazardous atmosphere; explain the real drain destination and current plant conditions before work.
FIVE PRINTED TALKING POINTS
The facilitator is instructed to demonstrate that wastewater is not redirected and plant drains are not blocked without approval; temporary bypass arrangements cannot cause overflow into process equipment; pump capacity, emergency backup and hose integrity are checked; discharge location and environmental compliance conditions are documented; and normal drainage is restored before demobilisation. The crew should see the actual bypass route and contingency, not just hear a generic warning.
STOP, ESCALATE AND PROVE RESTART
The printed source requires verification of the drain network destination, chemical/biological content, automatic pump-start isolation and confined-space or engulfment risk. If a drain route, isolation, capacity, containment or discharge approval is uncertain, stop the relevant work and notify the facility permit issuer/area authority. Resume only after documented reassessment and release; do not infer approval from toolbox attendance.
HOW TO COMPLETE THE SOURCE RECORD
Enter facility/unit/equipment, actual work order/PTW and contractor/shift. Record questions or actions, demonstrate the permit boundary and ask which hazard may change, who owns isolation and what proves restart. The facilitator signs and dates/identifies shift; the Word form provides employee ID and signature spaces for 16 attendees. Keep the completed A4 DOCX in the actual bypass workpack.
