219 / AR-TB-01 — Contaminated Effluent Pit Safety Toolbox Talk
WHERE THIS TOOLBOX TALK IS USED
Use this briefing before working beside, cleaning, inspecting or supporting a refinery wastewater pit, sump or contaminated drain. The form identifies release of toxic or flammable effluent into an open drain, sump or temporary bypass as the exposure. A liquid that looks like water can contain process chemicals or biological hazards, while an open pit adds fall, engulfment and atmospheric risks.
FIVE SOURCE TALKING POINTS
The actual original instructions are: do not assume water-like liquid is harmless—confirm process identity; guard openings to prevent falls, drowning and toxic-atmosphere exposure; control automatic pump restart and electrical isolation; provide site-approved respiratory and skin protection and washing facilities; and confirm removed sludge is disposed through the appropriate controlled waste stream. Demonstrate the edge protection, access, pump boundaries and waste path at the real workface.
WHEN TO HOLD THE WORK
Verify drain-network destination, chemical/biological content, auto-start isolation and any confined-space or engulfment exposure. An unknown liquid, unsecured pit edge, unisolated pump or inadequate protective/washing arrangement is not safe to wave through. Stop the affected task, notify the operator's area authority/permit issuer, and obtain documented reassessment and formal release before resuming.
ATTENDANCE AND WORKPACK EVIDENCE
Complete the facility/unit/equipment, work order/PTW and contractor/shift boxes. Ask the printed understanding questions about changed hazards, isolation ownership and evidence for restart, and record actions or questions. The facilitator signs with date/shift; 16 employees can enter IDs and signatures. This editable A4 Word form documents the briefing, not a confined-space entry permit or independent authorisation to enter the pit.
