Identify actual plant assets, operating state, risk assessment, responsible person, competence and current issued procedures. STATION OWNER RETAINS WORK AUTHORITY
Facility operations, the designated switching person, permit issuer, engineer and other technical owner separately approve isolations, working on hazardous systems, emergency arrangements, removal of protection and any return to service. A contractor can document readiness and stop unsafe work but cannot create plant permission through an AVC form. Apply Construction Regulations or other conditional statutory duties only where the actual job triggers them.
PLANT TECHNOLOGY, SHIFT AND HANDOVER
Power stations can use steam, coal, gas, diesel, hydro, renewables or industrial processes. Select the specific relevant work and safeguard boundaries, including adjacent running plant, essential supplies, fire and emergency routes, commissioning restrictions and receiving shift. Record accepted deviations, outstanding actions, responsible custodian and current file revision; obtain a distinct operator handback approval.
